Object: Demand of participation for decision-making concerning works, measures taken in the pond overturning of Orb concerning the problem of the water.

The Contre association Floods, Defence of the Water and the Environment statement of which was made on May 22, 1997, which was approved in conformance with the article L 141.1 of the code of the environment on November 8, 2001 for all the municipalities of the pond overturning of Orb, of which original objective is the abolition of nuisances due to the water formulates a demand of participation for decision-making in view of texts below:

Seen LAW no 2002-285 of February 28, 2002 authorizing the approval of the agreement on the access to the information, the participation of the public in decision-making and access to the justice in environment

Seen the Decree n ° 2002-1187 of September 12, 2002 concerning publication of the agreement the access to the information, the participation of the public in decision-making and access to the justice in environment (together two appendices), made for Aarhus on June 25, 1998

Seen capacities concerning the information of the public consolidated, among others , by the agreement of Aarhus signed on June 25, 1998 in Denmark by 39 States.

ACI defence of the Water and the Environment calls up it to your authority of custody on the services of the State, which heads all the services and controls the legality of decisions taken as by his(its,her) services as by the syndicates of ponds on Orb, the mixed syndicate of the valley of Orb, syndicate of the average valley, syndicate for the organization of Béziers's Orb in the sea or quite other syndicate in the pond of Orb.

THE ACI asks to participate in meetings having decision-making character relating to management of the water, its drainage, the conversation(maintenance) of banks the restoring of the easily flooded zones, the management of dams for all the municipalities of the pond overturning of Orb.

THE ACI asks also to participate in the implementation of the plan " Bachelot " as well as in the control of his(her) execution, to assure(insure) the representation of the local residents and the defence of interests as many victims as natural environment(middle).
